Rick, my feeling is that it's too early to worry about that. The absolutely earliest date for step 1 of the implementation of any of the methods is 2005, and while we will argue for the earliest possible implementation it is more likely to be 1 April 2007 because that's when the 7300-7350 kHz broadcasting allocation that was made in 1992 becomes official. Also, it's impossible to predict how much spectrum above 7100 kHz will be available to amateurs outside Region 2, and what the sharing arrangement will be. I think the time to begin addressing the internal issues of how we use whatever allocation we get will be the round of regional IARU conferences beginning in 2003 (Taiwan) or 2004 (Trinidad & Tobago).
