Let me weigh in with a response here, for what it is worth; school transmissions on non-commercial, non-broadcast outlets such as ITFS and school video distribution systems would not constitute broadcasting in the general sense of the term, and you are referring to a strictly educational use, which is one of the main purposes of the Cronkite video.
