Jim, you asked about the ARRL-CAP Memorandum of Understanding. The MOU was signed at the ARRL National Convention at Dayton in May 2005 by President Jim Haynie, although Kay Craigie handled the project with CAP. The wording of the MOU was worked out in the March-May 2005 time frame and was approved by the Executive Committee by email vote about a week before the convention. The MOU lays out pretty well the areas of common interest between the two organizations as well as the constraints and conditions that apply to each, notably that CAP uses federal government frequencies. A joint response by CAP and ARES in Kansas is described on page 77 of April 2011 QST. We have not done much at the national level in cooperation with CAP although we have publicized some of their activities. A recent development is that when we visited FEMA Director Craig Fugate, KK4INZ we learned that CAP had made a major contribution to post-Sandy damage documentation as described here: http://www.dvidshub.net/news/97241/massive-post-sandy-aerial-imagery-mission.... Using cameras with a geolocation feature it is possible to take aerial photos that can be keyed to a map, so damage at specific locations can be assessed. He also described an unannounced communications exercise he had called to test CAP’s communications capabilities, with mixed results – but I’m not sure we would have done any better. Bottom line: Given Director Fugate’s interest in utilizing both CAP and ARRL we ought to be working more closely. Dave K1ZZ
