[arrl-odv:28709] Request to the FCC for an extension of the PACTOR 4 waiver

The HQ Emergency Response Team recommended to me that based on the current status, timing and track of Hurricane Dorian, they felt an extension of the temporary waiver for us of PACTOR 4, which expires at 5:00 PM Eastern time Friday, was warranted. With the approval of President Roderick, and in response to Scot Stone's suggestion that an extension would be considered if requested, I have requested a five-day extension until 5:00 PM Eastern time Wednesday September 11, 2019. Dear Fellow ODV Members: As someone in the direct path of Hurricane Dorian, I appreciate the filing of the PACTOR 4 extension. My home QTH of Wilmington, NC, is still 6-9 hours from peak winds of 80-100 MPH, and 4-7 feet of storm surge. If past is precedent, much like Hurricane Florence last year, we can expect many Eastern NC counties to lose commercial communications. In those cases, North Carolina Emergency Management will rely on PACTOR 4 through NC’s AUXCOMM unit to move traffic between county EOCs, the Eastern NCEM Regional Branch in Kinston, NC, and the state EOC in Raleigh.
