[arrl-odv:22573] FCC Process Reform; Comments as-filed in Docket 14-25.

Greetings. Today, after careful review of a draft over the weekend by the Executive Committee and with the Committee's approval, we filed the attached comments in the FCC's "process reform" docket. We danced a bit of a tightrope here on the tone of these comments, which are direct, but at the same time, we hope, constructive. The thrust was to deal principally with three issues: (1) the current inadequate state of FCC Amateur Radio enforcement; (2) the Commission's inadequate response to Power Line Interference cases specifically; and (3) timeliness of resolution of open docket proceedings and petitions for rule making. Thanks to Brennan Price for the additional segment dealing with the International Bureau processes. Special thanks for helpful edits of this to President Craigie, CEO Sumner and Director Ahrens (aka "hawkeye" Ahrens, who never misses a typo -- being his law clerk would be the kiss of death). Seriously though, we will be taking these comments and scheduling a meeting with the new Chief of the Enforcement Bureau, Travis LeBlanc, in the near term, to discuss some changes in procedure that might help to reignite the Amateur Radio enforcement program. Please keep that to yourselves until we actually do it. Let me know if you have any questions or concerns about this filing. We do not anticipate the necessity for any reply comments and none are provided for in the Public Notice in this proceeding anyway. 73, Chris W3KD Christopher D.
