I originally sent these comments to K1ZZ but think they are appropriate to note here. The request from the chairman of the ECAC for opinions of the Board about NTS seems out of place. They should be advising us... This really doesn't seem to be an appropriate thing for a committee to do. The answer to the question about who owns/runs NTS should come from Newington. Tom and all, This is part of a poll the ECAC is conducting but I think this is getting a bit out of line. The committee may be getting some pressure on the NTS issue from some comments I have heard. I don't know if we as Directors need to respond to this, and it's my initial thought that we shouldn't. Perhaps K1ZZ can clarify as a point of protocol or decorum. I agree with Tom. The ECAC is an "advisory" committee, and the advice should come from the ECAC to the Board. In addition, to the fact that the Advisory Committee should give advice, ECAC's survey seems disconnected from the actual governance model by which ARRL runs. Maybe Board opinions are important on this issue, but we shouldn't disintermediate the MVP department in the process--unless we want the Board to take on the direction of parts of the field organization. Enroute to Bar Harbor: I share the view that ECAC is an advisory group and should advise; however, I see no harm in them wanting asking Directors for their current view of how NTS fits in.
