Folks, While I agree with the basic sentiment of specifying a "time in ARRL" requirement, I very much agree with those who suggest some flexibility, such as Jim, below.  How about specifying a lapse of no more than one year in the last 4?  Of course, should a situation come up that might call for some adjustment this, I would assume that it would be in the Selection Committee's discretion to adjust accordingly by looking at a candidate anyway.  Ultimately, the Board will get to vote on the finalists, and if they feel a lapse has been too long, they could, and no doubt would, take that into account in casting their votes. Does this solution work for people?
