The acorn has not fallen far from the tree in the past, and this seems pretty close to what is going on in Cross' mind. However, Mike Wilhelm smiled at Harrison and me and said that he "REALLY liked our proposal". I expected better than this NPRM. We also had a very strong Congressional letter signed by both hams in Congress urging adoption of our proposal. I will get some feedback from FCC staff, but I think it may have a bit to do with serious reluctance to change the software of the ULS, which FCC has strongly resisted in other contexts as well recently.
