The FCC denied a petition from "Hams for Action" that had sought federal preemption of CC&Rs prohibiting antennas when the amateur was an "emergency communications operator." See attached. The denial is hardly surprising -- it's difficult to imagine how such a narrow exception could be justified as good public policy -- but at least Scot Stone took the trouble to write the letter.
