Meetings and Events United States Telecommunications Training Institute (USTTI) October 9-13 ARRL HQ Development Work has begun on the Fall Spectrum Defense campaign. This initiative has a large goal of raising $250,000 to fund advocacy activities into 2007. New thank you gifts have been selected. The campaign is scheduled to mail mid-September. The first grant of $25,000 for the 2007 Teachers Institutes has been committed. All ARRL Foundation Scholarship awards have been sent to the winners' schools. Media & Public Relations Media Hits was done for Oct QST. Where will ham radio be in 2016 article moved to November. A Hello special event station now set to operate from Brant Rock for Dec 29-30 event. K2CX will head up that team. W1AW will be area 1 station. Seeking one in each callsign area. Recommendations for other call area stations are requested. Participated in live CPTV Town Hall show re hurricane preparedness. PR Committee monthly conference call was 8/16 planning several activities including implemented polling of PICs and upcoming surprise drill for PIOs in emergency media coverage to be held shortly before SET weekend. Arranged and did audio interviews with Dave Bushong of 99 Hobbies which is being podcast on iTunes and HYPERLINK "http://www.99Hobbies.com" \o "http://www.99hobbies.com/" http://www.99Hobbies.com. Production/Editorial We checked page proofs for the September/October 2006 issue of QEX. Rick Lindquist reports The ARRL Letter, Vol. 25, No. 33, distributed to 64,823 ARRL members on Aug 18. Rick compiled, edited and submitted "Happenings" for Oct QST. He also reviewed the ARRL Board of Directors meeting and ARRL awards articles and a short feature about Bob Heil, K9EID, becoming a member of the Rock and Roll Hall of Fame for the Oct issue that Khrystyne Keane compiled from Ricks telephone interview. Rick prepared or edited news stories on a so-called "radiation belt remediation" plan that could affect HF propagation if its ever implemented; the second Global Amateur Radio Emergency Communications conference (written by Khrystyne Keane), ARISS school contacts in Indiana and New South Wales, Australia; Icom's participation as ARRL November Sweeps principal awards sponsor for a second year; IARU Administrative Council meeting, "music jammer" update, and several news briefs and announcements. Rick also participated in an early-morning teleconference Aug 18 for an ARISS school contact with another Australian school. With voiceover help from Khrystyne Keane, Rick voiced, edited and produced ARRL Audio News for Aug 18. Sales and Marketing Advertising Sales for the October issue of QST are quickly wrapping up. Display advertising revenue for this issue will be extremely close to plan. Our expectations would have been hit, but one major manufacturer pulled out unexpectedly for a single issue to make up their advertising budget overage. The ARRL On-Line Auction is proceeding as planned. There will be a teaser ad in October QST and the site itself is progressing. In addition to following up leads for numerous auction goodies, we have also sent out an SOS to ARRL Directors and Section Managers to enlist their assistance. Since August is traditionally a slow dealer publication sales month, as soon as QST wraps, we will be calling our dealers with several August Dealer Specials to stimulate more sales. Katie attended the United States Power Squadrons Governing Board meeting in New York City. Together with Don Stark, N3HOW gave a presentation on Why to Consider Amateur Radio on Your Boat. She returned with some memberships in addition to very positive feedback on ARRL and our partnership. Thank you to Sales and Marketing Coordinator Jackie Cornell, Khrystyne Keane, and volunteer tour guide Bob Allison for doing a terrific job last Tuesday when we not only had a full tour bus visit HQ, but four additional tour groups as well. The ARRL Visa Credit Card program includes 1,833 open cards. This summer, we have started to see a monthly return on credit card renewals. We have begun to accumulate pre-orders for the 2007 edition of The ARRL Handbook for Radio Communications. This ARRL Handbook edition was edited by Mark Wilson, K1RO. A handful of additional editors contributed updates, new content, and many new projects, building on the major 2005 revision. Members and customers ordering before September 30th will receive a bonus January 1942 QST reproduction. The special reissue is filled with World War II-era remembrances, including the FCC Order suspending Amateur Radio operation in the US, issued December 8, 1941. We negotiated a special arrangement for mentors who previously qualified for the Level 3 Amateur Radio Emergency Communications Course (EC-003) to take the revised course (EC-003R2) at no charge. This arrangement is being made possible through our partnership with the Connecticut Distance Learning Consortium (CTDLC)--the organization that hosts ARRL online courses. This free course offering is being extended to ARRL CCE course mentors, only. We hope that this free course offering will increase the mentor pool, allowing us to accommodate even more students. This week, 109 pounds of cards were received from members. The next scheduled mailing is Friday, August 25, 2006. W1AW W1AW is in receipt of sixteen (16) new antennas (14 for HF, 1 for 2-meters and 70cm) from M2 Antenna Systems. The antenna replacement project will begin on Tuesday, August 29 (weather permitting). The Command Technologies 20-meter amplifier (used for the broadcasts) suffered a major failure due mostly in part to heat build-up inside the amp. Because of the extent of the damage, the amplifier has been sent back to Command Tech for repair. A new Icom IC-PW1 amplifier is temporarily in its place. The Command Tech amplifier was installed back in January 1998. Scott worked on fast and slow code practice files for the latter part of the month of August. He also handled some evening phone sales calls in the daily 5 PM to 8 PM time slots. Joe spent some time tracking down the problem with the 20-meter amp failure. He also began trouble-shooting a Harris amplifier power supply issue. Joe also updated the web code practice files. Field & Educational Services Field Organization/ Public Service Team The Connecticut ARES sponsored a successful Hilltopper exercise on the evening of August 16. Under the guidance of Bill Barrett, W1WJB, the long-term purpose of the drill is to measure the feasibility of creating a Hilltopper Corps of stations prepared to go to strategic ultra-high locations [in Connecticut] and be digital data relay stations, gathering long-form messages from their nearer surroundings, and relying to much more distant other Hilltoppers for final forwarding to the ultimate end addressees. All the activity took place on simplex VHF frequencies. Steve Ewald distributed 2006 ARRL SET information to Field Organization leaders, and Section Managers are promoting interest in their section-wide SET events this autumn. We completed editorial and proofreading work on the Public Service column for October QST. Also, Pat Ryan, KC6VVT, the SEC of Illinois, visited HQ on August 18. The Chinese music jamming signal moved from 14260 kHz to 14050 kHz this past week, and reports were received from all over the country including Alaska, Hawaii, and Puerto Rico. Chuck Skolaut completed the monthly ARRL Monitoring System/ Intruder Watch report and sent it to the Region 2 IARU coordinator. We received a monitoring request from the FCC for assistance from Official Observers in California to monitor a frequency. Chuck filled in as backup W1AW operator for the 9 AM code practice one day, and he prepared for his the trip to the Kansas State Convention. Field Organization Leaders have responded to Leona Adams e-mails (Field Appointment Reports) from last week, and they provided plenty of updates and corrections for the HQ data base. Twenty new appointments were logged and initial supply packages were sent. Four new Official Observer training packages were among those supplies going out. SM election ballots for Ohio and Idaho are scheduled to be counted on August 22. ARISS PR: The ARISS Team is working with Cosmonaut Pavel Vinogradov and Sergej Samburov, RV3DR, who are troubleshooting the SSTV system. Photos of the configuration were downlinked for study; the system is overheating and possibly has another problem. For ARRL Members: Rosalie was named to the SuitSat-2 Team to help determine how SuitSat can be a tool to get good PR for ham radio, and also be an education tool in schools. The SuitSat team will meet prior to the October ARISS International Meeting in conjunction with the AMSAT Symposium at San Francisco. We expect a NASA Education Office rep to attend, also. ARISS News Update: Nearly 400 people, including newspaper, radio and TV reporters took part in the ARISS QSO at Teven-Tintenbar School in rural Australia. (ABC and 1 newspaper publicized stories that day.) Chairs and audio/video projectors were put in the school library and in an adjoining room, but more space was needed for guests! Projectors were set up quickly in a third room for the overflow. ARISS Mentor Tony, VK5ZAI, addressed everyone about ham radio and ARISS for 30 minutes before the QSO, and afterwards he spoke to 2 school classes about ham radio and electricity. The QSO was initiated by 12-year-old Amy, VK2FCAT, who had just obtained her Foundation license. ARISS Effect on Schools: A Houston ARISS Team member gave a presentation about ARISS at a Texas educators conference on Informal Education. Rosalie received a complimentary letter from an ARRL member thanking her for past and present work in education for ARRL. International Aspects: Japanese space visitor Dice-K Enomoto, who should fly this fall, received amateur radio training from ARISS Team member Sergey Samburov, RV3DR. Regulatory Information Over the past several weeks six club constitutions have been reviewed and processed. PRB-1/CC&R queries have been handled for amateurs in several divisions. License renewal queries are picking up with the first renewals from the 1996 Vanity Call program now coming due. The week of August 14 was spent with F&ES Manager Dave Patton and VEC Manager Maria Somma in very productive meetings in Washington and Gettysburg, meeting with Chris Imlay, the ARRL Washington office staff and Riley Hollingsworth.
