David, As regards all things that involve radio waves, Positive and Negative a terms that relate to the state of being Neutral. I learned this from Doctor Rick during the time I was allowed to rub elbows with him at the "front table."
From the wisdom the good Doctor shared with me I can assure that the "Positive" action mentioned previously at best would move the degree of Negative Action taken by the Commissi0n only part-way toward Neutrality.
