N7NG explained to the committee that the possible changes related to factors that may fall within the DXCC entity guidelines adopted by the Board. As such it was too early to tell if this was a matter for DXAC or a matter resolvable within the current rules or need to be referred to DXAC. The Committee authorized N7NG to make the referral, if necessary. How come the DXAC never studied Western Sahara? I found this in the PSC teleconf minutes from March:
N7NG reported that there may be some changes that could affect the active DXCC status of Western Sahara. The Committee authorized N7NG in consultation with DXAC Liaison Vallio to ask the DXAC to study the current situation in Western Sahara.
