This is the result of the infighting and attempted coup d'etat that the Public Safety and Homeland Security Bureau attempted to pull recently that has horribly confused the situation we were trying to calm with our guidelines paper. We have been aware of this battle for some time. Supposedly, Enforcement (Laura Smith) and Wireless Bureau (Cross and Stone) prevailed and the interpretation will be theirs, rather than the open door interpretation of PSHSB. The release is straight forward, saying that Amateur communications by an employee on behalf of the employer is not allowed. It also creates some waiver process, approved only in advance by WTB, that would allow some limited participation by (individual) employees when participating in government-sponsored and administered drills.
