Bill, As I stated in my ODV message of November 26 following the A&F meeting, it will be out soon. Historically the board receives the Plan during the middle to latter part of December, so it is not late. The A&F Committee provided feedback to staff to incorporate into the Plan and it will be sent out as soon as it is incorporated.
