[arrl-odv:24044] FCC Field Office Cuts Recommended

We have come into possession of a leaked internal FCC memo from the Enforcement Bureau Chief and Managing Director, dated yesterday, outlining a recommendation to the Commission to "resize" Field resources. The memo is attached. Rick Lindquist is preparing a web story. I have given Rick the following quote that he may use in whole or in part: "The ARRL is concerned that there is already no sense of urgency in the FCC's enforcement activities targeting spectrum polluters, such as utilities with noisy power lines, or the few violators in our own ranks. While the recommendations include making RF spectrum enforcement the primary focus of the Field offices and requiring field agents to be engineers, it is troubling to see recommendations for such drastic reductions in the Commission's geographic footprint and the number of field agents at a time when the Field staff is facing ever-increasing challenges." The March 12 issue of Radio World prints the gist of the memo, so it is well and truly leaked now.
