[arrl-odv:18392] Vanity Call Sign NPRM and Other Call Sign Regulatory Options-- Minute 34, January 2009 Board Meeting

Greetings. Preparatory to the Board meeting (as if you folks haven't enough on your plate as it is), attached please find a memorandum on the subject of FCC Docket 09-209, and Minute 34 from last January's Board meeting. The FCC Notice of Proposed Rule Making has a 60-day comment window, which has not yet started to run, but will soon. It deals with vanity call signs. Minute 34 from the January 2009 Board meeting, dealing with a broader review of call sign administration policies, is closely enough related to Docket 09-209 that the Board might consider proposing some additional changes in the rules governing call sign administration, including the issue of vanity call sign issuance by non-U.S. citizens and special event call sign administration. I hope the memo is self-explanatory. Some guidance from the Board is quite important on the issues in the NPRM and in this memo, and the upcoming meeting is timely to consider them. If you find anything unclear about this memo, please let me know and I will address any questions you have before the Board meeting, either by e-mail or by phone.
