In the (long-ago) past when many Directors mailed out Division newsletters via the Post Office (and spent 50 cents a member to print and post them), there was "rule" that as a courtesy a copy would be sent to other Officers and Directors. With electronic newsletters this has generally not been happening. With the automated process to send out news for Directors (and SMs) there is now a database of all e-newsletters going out (at least those sent via the automated process at http://www.arrl.org/members-only/ODV/email.html ).
