Committee Activities This committee is charged with evaluating individual requests for financial assistance from amateurs involved in antenna litigation. The sole source of funding awards is the ARRL Antenna Defense Fund. Since the July Board meeting the committee has not received any requests for assistance that fell within the funding guidelines of the Fund. The Committee discussed the ways in which we could make the ARRL Volunteer Counsel Program more effective and more beneficial to our members. Most of the contact between Volunteer Counsel and members with antenna or zoning issues consist of a telephone or office conference where the member is provided basic advice and guidance as to how to prepare or repair an application to a local zoning or building permit authority for a tower and antenna. The Committee concluded providing each active Volunteer Counsel with a copy of Antenna Zoning for the Radio Amateur would be an excellent way to assure members receive not only good legal advice from Volunteer Counsel but good practical ideas to use in their journey to secure permission to erect the desired tower and antenna. A number of Volunteer Counsel already have a copy of this book, so not every active VC would need a copy. The committee has investigated the cost and our best estimate is that the net cost would be between $7,000 and $10,000. This action would not require any ARRL operating funds and would be covered by the Defense Fund. It is the Committees understanding that the proposed action is within the current funding guidelines established by the Board. Future Activities The committee remains ready to review and evaluate requests for assistance on an ongoing basis.
