Please find attached my report to the 2016 Annual Meeting of the Board Directors. Also attached is a galley proof of Dave Sumner's editorial to be published in the February 2016 QST. Brennan has provided a timely and comprehensive report for the Board meeting that includes such kind words about me that it seems churlish to disagree with him to some extent, but I will anyway because it affects how you might explain the 5 MHz situation to your members. Brennan comments that the WRC-15 allocation is just 1 kHz more than what US amateurs can access now. Mathematically that's true, but as a practical matter it represents much more of an improvement because we are now confined to the center frequency on each of the five channels. This is a severe limitation for narrowband modes such as CW and PSK31. At this point it is impossible to predict what US amateurs eventually will have as a 5 MHz allocation. The one thing that can be predicted with confidence is that it will be a long time before we know the answer. Dave is, as usual, correct. We don't disagree, but I insufficiently expressed the points he has made. I had been asked by the IARU officers to contribute to a critique of our effort, and I felt that I owed the Board the benefit of that candid critique. That said, there are good elements to an otherwise disappointing outcome, and Dave has identified the biggest one. These elements got lost in my critique. Whatever the FCC ultimately does at 5 MHz, if past form holds, it will not be done soon. We have time and opportunity to make the case we want. 73, Brennan T.
