
Dave, I 'm about over what you say we need to do next regarding BPL. If our actual goal is to find and document interference from BPL, why are waste time and money by doing the independent validation project that is getting such a tardy start? Similarly, if our hope is documented interference, only, why are we having an outside consultant review Ed's data. Beyond this, I contend it is important that we understand the reason that the validation and documentation projects for Ed's data suddenly were moved from critical to nice-to-do. I do not intend to nail anyone to the cross, but if we merely slough off the failed effort to get technical supportive data "expeditiously" during the last half of 2003, we are doomed (and maybe damned) to repeat the errors of the past that bring us to our current situation. What are our goals - all of them? What are the timelines for each of these goals? Who is managing each individual project for each of these goals? Do they have everything they need to accomplish the goals? What else, if anything, do they need? What are the key dates on which progress toward the goals should be determined? Who will have the nearly daily up-to-date information on the projects as they progress? I am seeking accountability, but not to use to hang anyone. I am seeking accountability to ensure objectives will be met on a timely basis as this has been established by a project flow chart. Again, it may not be apparent, but I am not attempting to "get" you or Paul. My conclusion is that the "old way of doing business" crapped out on us and we better look toward a better way for the future which has already begun. I am gratified that you replied to my previous not, but I am not consoled. As I see it, you did not address the issue so that it can be avoided in the future.
