[arrl-odv:19543] Re:RE: H.R. 81

Marty, you're correct that Rep. Jackson Lee reintroduced her original bill, not the Senate version. During the last Congress John Chwat reported that she was unenthusiastic about deferring to the Senate version. She reintroduced the bill without consulting with his office (or with ours). I believe I am representing John's views accurately in saying that there is no chance of getting the Senate bill to parallel H.R.81. Senators Lieberman and Collins are committed to reintroducing the bill, but in the form in which it was adopted by the Senate in 2009. John says that version was vetted by DHS, which is important to the sponsors. One thing that has changed is that Greg Walden is now in a position to help us out if he is willing to do so. In reading the new bill, it parallels but does not mirror the wording of S.1755, which passed the Senate last winter by unanimous consent. The dates are merely updated from the version Ms. Jackson-Lee introduced two years ago. Although the House and Senate bills look essentially the same to us mortals, there was obviously some language that had to be reconciled, leading to the opportunity for the Energy & Commerce Committee to hold both bills hostage and kill them. Did anyone suggest to the Congresswoman that she incorporate the Senate bill wording so as to obviate the need for such reconciliation this time around? If not, might we suggest that the companion Senate bill (not yet introduced, I presume) adopt the wording of H.R.81 for the same reason? Or are we dealing with the not-invented-here-and I-want-my-name-on-it syndrome? 73, Marty Marty Woll N6VI Vice-Director, ARRL Southwestern Division Ass't DEC, ARESLAX BCUL 15 & Training Officer, LAFD ACS CERT III ----- Original Message ----- From: Sumner, Dave, K1ZZ <mailto:dsumner@arrl.org> To: arrl-odv <mailto:arrl-odv@reflector.arrl.org> Sent: Monday, January 10, 2011 12:36 PM Subject: [arrl-odv:19541] H.R. 81 John Chwat reports that Rep.
