The Council in question is the Florida Gulf Coast Amateur Radio Council. It is an ARRL affiliate. Personally, I don't think the ARRL can be a member of a Council. Whether the Section Manager is invited to attend Council meetings as a non-voting participant is a different matter. I also think the SM has the discretion to decide whether $25 of his section funds should be provided to the Council to defray the cost of participation. But ARRL as a voting member? I don't have enough information, though it certainly sounds unusual to me for the ARRL or an ARRL Section to be a member of another Amateur Radio organization (other than the IARU, which is a different kettle of fish). What is the organization, and what is its purpose? Why did Steve Ewald think it was a good idea to do this?
