The letter to AFMA appears to be on target to me. Nicely worded. One minor correction - the 100 mile limit around Otis AFB only applies to Massachusetts, though a small portion of NH, CT and all of RI is within 100 miles, and the Beale AFB limit of 150 miles only applies to California, not Nevada. See http://www.fcc.gov/oet/info/maps/us7/ [Oh yes, it isn't actually Otis AFB any more - it is the Massachusetts Military Reservation since 1972, and includes the Otis Air National Guard base, and US Coast Guard Air Station Cape Cod. PAVE PAWS (Precision Acquisition Vehicle Entry Phased Array Warning System) was not installed until 1978 and is operated by the United States' Air Force Space Command.
