All Amateurs who volunteer their services in ARRL and/or ARES sanctioned events and/or events do so at their own risk. volunteers are responsible for observing all Federal, State and Local law. All Amateurs volunteering in an event that provides service to another Agency are bound to the rules and procedures of that Agency.
