Greetings. Attached is a copy of a Petition for Rule Making filed electronically at FCC just now via the ECFS, to help effectuate the revised HF Band Plan adopted by the Board last July. Pursuant to Minute 32 of the July Board Meeting, we were charged with preparing and filing a petition for rule making to implement the regulatory portions of the HF band plan revisions from the HF Band Plan Committee report. That report was accepted by the Board in July. The regulatory provisions related principally to extending what operators can do at 3525-3600 kHz into the additional range of 3600-3650 kHz; it relocates the automatic control digital segment at 80 meters; and reduces the Extra only part of the phone band at 75 meters by half. There are some expansions proposed in Novice and Tech privileges as well, but principally this Petition would undo the gross overexpansion of the 75-meter phone band that FCC bungled so badly in 2006 in docket 04-140. Thanks to the Executive Committee for approving the filing of this Petition quickly and thanks especially to Dave Sumner for correcting my conceptual and textual errors in early drafts of this Petition and "fixing it". -- Christopher D.
