At this stage our band planning discussion should focus on process rather than on the band plans themselves. Still, it's going to be quite a challenge to come up with a decisionmaking mechanism that will output band plans (and over time, revisions to plans) with sufficiently broad support to cause them to be generally observed on a voluntary basis.
