The exclusion of the 144-148 MHz and 420-450 MHz bands from upcoming studies of frequencies for short duration satellites in the space operation service did indeed hold through first and second readings in Plenary. The Preliminary Final Acts of the conference have been published, and on a quick review appears all to be as expected on our issues. Preparations for the next WRC begin at the conclusion of the previous one. The first Conference Preparatory Meeting (CPM) for WRC-19 will take place on Monday and Tuesday at ITU HQ in Geneva and will assign responsibility for the long list of studies to be done to the Working Parties of the ITU Radiocommunication Sector. Once those assignments are known the IARU officers will organize the necessary coverage of those Working Parties by the global team of IARU volunteers. Brennan is remaining in Geneva for the CPM.
From the perspective of incumbent services such as the amateur and amateur-satellite services, any WRC that ends without significant negative impact on existing allocations is a success. By that measure WRC-15 was an unqualified success.
