Dear Officers, Directors, and Vice-Directors of the ARRL, Below is the email Tom will be sending to HQ staff tomorrow morning regarding organizational structure changes, with the attached chart. Best, Carla Pereira Good morning: Since joining the ARRL, I've been working to evaluate the organization and its various components. In conjunction with the development of the 2017 Plan and financial projections we made some decisions regarding organizational reporting relationships. First of all, I would like to thank each of you for your diligence, hard work and cooperation in these planning activities. Without it, a difficult task would have been impossible. To better position the organization going forward, we are making the following organizational changes, effective Monday, November 7th: 1. The Membership function will report directly to the CEO. This is a critical function for the vitality, sustainability and financial wellbeing of the ARRL. It is our largest revenue source and merits an appropriate level of attention at the top of the house. Bob Inderbitzen has labored long and hard on these matters for many years, and I thank him for his dedication and loyalty, and I will count on his continued support of our common goals. 2. Divide Radiosport and Field Services into two separate functions, both reporting to the CEO. This combined function is the largest member service expense center in the corporation and needs to address declining revenues and escalating costs. a. I have asked Norm Fusaro, W3IZ, to head up the Radiosport Department and lend his background in large retail management to this task. We also expect Norm to help revitalize our awards and contest programs (with an eye towards attracting new, younger participants) as he has done in the QSL bureau. b. Dave Patton will continue to be responsible for the Field Services Department which will include the Field volunteers, Emergency Preparedness, Official Observer program and Conventions and Hamfests. Dave's impressive institutional knowledge is enormously valuable to ARRL, and his status as a distinguished contester and his standing in that community will be very helpful to all of us, and I hope that he will continue to influence awards and contest policy going forward. 3. Reassign Senior Management responsibilities. With the changes described above, I believe there are other changes necessary to insure proper oversight and review of the operations. It was clear that this was required so as not to over extend the CEO span of control and allow me time to focus on the areas, at least in the near term, where that level of attention is warranted. a. The functions that will report directly to the CEO include, CFO, Membership, Radiosport, Field Services, Editorial, Media and Public Relations, Development, Education, Washington Office, Regulatory Information, ARRL Lab and the IARU. b. The functions that will report directly to the CFO will include Controller's, Information Technology, Sales and Marketing (publication sales), Business Services, VEC and Building. As always, I thank our board of directors for its support of these and other actions over the past six months. The new organization chart is attached to this e-mail.
