The same thing was repeated to me in March, before the EC meeting in Dallas. I had two conversations with Kathy Medley at OET after that about timing, and nothing was mentioned about anything else. However, this R&O was released later than predicted. I believe that what happened was that one or more Commissioners saw it, took the utilities' side (PLC now ruling the day at the agency), and the 8th Floor caused the change after OET had drafted the order differently on the LF matter.
