Well, it sure looks that way. When Paul Rinaldo and I made our BPL presentation to the IRAC at NTIA, I had a long chat afterward with the FEMA rep to the IRAC. He said that he would "love to be able to tell me what really happened" but that I could guess. I told him it looked to me as though FCC put some pressure on FEMA to back off on the first letter. He said emphatically that didn't happen (almost too emphatically) but I tried another route. I said it also looked as though the author of the first article was at the Mt. Weather, Virginia FEMA office (which handles RACES and a lot of HF issues) and that it probably was released before it was coordinated with the FEMA office in Washington, which then issued the crawfish letter. He said that was exactly what happened. Maybe, maybe not..... Chris
