Greetings. Jim Haynie involved ARRL in NPSTC, the National Public Safety Telecommunications Council, some time ago. It is a large group of public safety communicators, and represents the bulk of the industry, including APCO. Jon Siverling and I have been attending their board meetings, and ARRL is a voting member. There is no cost. The benefits of this membership have been substantial, and even more so now. Attached are draft NPSTC comments in the BPL docket. Keep these to yourselves for now, since they are just drafts, but they look good to me. This represents a big concession by APCO, which was not likely to file on BPL until NPSTC pushed them. 73, Chris W3KD
