Regulatory Information Reported by Dan Henderson, N1N The newsletter "Legislative Update" was proofed and last-minute editing done to include the introduction of S 191 by Senator Lieberman into the Senate. Thanks to Jon Bloom, KE3Z, for his work in getting the mechanics in place to sign up for the letter. The first edition of the newsletter will be emailed January 31st. During the week the first draft of minutes for the January ARRL Board meeting were finished and forwarded to the EVP. The 44-page 2011 ARRL Field Day packet was updated as necessary then proofed. It includes one rule change approved by the Programs and Services Committee. Thanks to Steve Ford, WB8IMY and Sean Kutzko, KX9X, for significantly updating the pages on "30 MHz and Up" and to Allen Pitts, W1AGP, for his work on updating the Public Relations portion of the packet. Development Reported by Mary Hobart, K1MMH At the close of January 2011 the ARRL Diamond Club has exceeded the results posted in January 2010. Net revenue was up 60% over January 2010 along with net revenue (up 60%), the number of new donors (up 17%) and the number of pledge contributions (up 56%). Development is preparing a mailing to all Diamond Club donors-active and lapsed-to encourage monthly and quarterly giving. This option contributed to the program's success in 2010. The Spectrum Defense Fund realized more than $24,000 in contributions in January. The first 2011 issue of the Spectrum Defense Matters newsletter is scheduled for distribution by mail, email and on the web in March. Files are being prepared for the Member Loyalty recognition mailing for members of 40 years or more. The ARRL Foundation's 2011 Scholarship application period closed on February 1 with more than 225 applications received. Production/Editorial Reported by Joel Kleinman, N1BKE Khrystyne Keane wrote and distributed the ARRL Letter and voiced and produced ARRL Audio News for January 28, 2011. Sales and Marketing Reported by Bob Inderbitzen, NQ1R The warehouse crew fulfilled 785 packages for publication and product orders, 556 membership premiums, and QST mailing supplements. Winter Storm Denis interrupted carrier pickups. Multiple broadcast e-mails were sent to lapsed members, international radio amateurs with online guest accounts, and expired guest users, bringing in over 100 members to January's membership roster. The first large membership campaign of the year will mail on February 14. The mailing list includes 40,000 prospects. A test mailing sent to 20,000 lapsed members last month has brought in over 130 members so far, just 2 weeks out from its mail date. Diane Petrilli and Bob Inderbitzen participated in a conference call with representatives from MetLife and Abacus Management Resources, discussing and planning the 2011 marketing strategy for the ARRL MetLife Auto and Home Insurance affinity benefit program. In 2010, this program returned $3,700 in commissions to ARRL. A mailing fulfilling the annually-produced ARRL Periodicals CD-ROM (2010 edition) is being prepared for international members with that benefit option. A buck slip was produced to include with the mailing, encouraging multi-year membership renewals. A "callout" graphic was produced and added to a few membership-related web pages, encouraging members to give us their feedback about the benefit they value most and to tell us why they became an ARRL member. To date, we have received about a dozen responses and plan to use the feedback to feature testimonials in upcoming membership appeals. A special upgrade mailing to Technician Class licensees, encouraging them to upgrade to General Class, has gone to the printer. This is a new mailing that will be sent regularly to lists of new Technicians. Bob Inderbitzen met with Harold Kramer to plan ARRL's exhibit and activities framework for Dayton Hamvention (May) and the ARRL National Convention at Ham-Com (June). We are working with department managers to finalize the staff teams for both events. Membership & Volunteer Programs Reported by Dave Patton, NN1N W1AW Joe updated the web code practice files. He created the W1AW Qualifying Run texts for February. He also processed one Qualifying Run certificate. After a few web page glitches, Joe managed to update the web code practice source and February Qualifying Run web pages. He also processed regular and W1AW/6 QSL cards, as well as logs from the SW Division Convention W1AW/6 Special Event station (operated last September). Scott worked on slow and fast code practice files for the latter part of the month of January and early February. He also assisted the DXCC department with editing. Field Organization/Public Service Team Ron Tomo, KE2UK, was selected by the ARRL Board of Directors as the winner of the 2010 International Humanitarian Award. This award recognizes his many efforts in aiding people through Amateur Radio, the most recent being in Haiti. It was also announced at the Board Meeting that John Thomas, W3FAF, of Mahtomedi, Minnesota, was named the recipient of the George Hart Distinguished Service Award. Congratulations to Ron and John! The San Francisco Official Observer Coordinator reported the results of a successful direction finding attempt with the aid of the FCC. This resulted in a resolution of a long case of interference to a local 2 meter repeater. Chuck Skolaut reports that a number of complaint calls and e-mails were received regarding an operation heard on 14.268 MHz this past week, and these were forwarded to the FCC for their information. An update was received regarding continuing interference to several Indiana repeaters. Reports of jamming by a foreign broadcaster on 7.165 kHz and 7.175 kHz were passed on to our monitors. Comments and questions dealt with this week included antenna restriction, technician class privileges, operating overseas, and foreign amateurs who become US citizens. J.D. Weiss, NK7W, of Reno, has submitted his petition to run for Section Manager (in Nevada) for the next term of office that begins on July 1. Leona Adams received and processed his petition. The deadline for nominating petitions for the springtime Section Manager election season is Friday, March 4.
