As you will see from both the report and the dissenting recommendation, despite considerable effort over a three-month period (there were 292 messages posted to the committee's internal remailer) the committee was unable to reach consensus. Committee member Peter Martinez, G3PLX, resigned on February 28. The dissenting recommendation includes a graphic.
