The 3.3 GHz item itself has not yet been published in the Federal Register. As is normal practice, it HAS been made available on the FCC website. (There often is a month or more delay between its availability on the FCC website and its formal publication in the Federal Register, this is normal.) The item itself is not amateur-focused. Its main focus is on additional shared use below 3.3 GHz or other relocation of existing services now in 3.3 – 3.55 GHz, including the amateur secondary operations.
