On February 16 during our first Washington trip, Dave and Chris met with Fred Campbell of Chairman Martin's office. You will recall from my trip report a discussion about WT Docket 04-140 (novice refarming) as follows: "Chris began by noting how long the Part 97 Omnibus rule making, WT Docket No. 04-140, was taking. Campbell was familiar with it - he knew, for example that some of the petitions that had led to it were four years old - and said he would look into getting it moving. We told him there was nothing particularly controversial in it and he said that was also his understanding - it had just fallen victim to the "crisis du jour" atmosphere that tends to drive what gets attention and what doesn't." Since that time, Chris has attempted to contact Mr. Campbell for an update. After his email went unacknowledged, Chris called Mr. Campbell last week and received a voice mail that indicated he would be out of the office through Thursday, April 6. Chris left a message.Chris again attempted to telephone Mr. Campbell today. The receptionist advised he was on another call and Chris was directed to Mr. Campbell's voice mail and left another message. Since Mr. Campbell has not yet acknowledged any of our email or phone calls, this afternoon I have sent the attached letter to him via email, and it will also be hand delivered via courier to the FCC tomorrow and receive a date-time stamp.
