Upcoming Meetings and Events United States Telecommunications Training Institute (USTTI) September 27-October 1 - ARRL HQ Executive Committee Meeting October 23 @ 9:00am in St. Louis, MO Ballot Counting for Director/Vice Director Elections November 19 in Newington, CT Regulatory Information Reported by Dan Henderson, N1ND The Cleveland County NC proposed ordinance was tabled as expected and referred to a committee. We are working with NC SM Bill Morine, N2COP, on this issue. We were contacted by an amateur in Georgia, asking for a review of the covenants for a home he is considering purchasing. This was referred to a VC in his area. A short "Editor's Note" was written for QST at the request of Joel Kleinman, N1BKE. A web story on the ARRL's Petition to Deny sixty-eight licenses and accompanying waivers in connection with the Recon Robotics "Throwbot" operating on 70-cm was also penned. Several questions on equipment certificate requirements were handled as was a question about the minimum power requirement to achieve full-output power by an HF external amplifier. We confirmed a site visit by Ed Hare, W1RFI, and Regulatory Information Manager Dan Henderson, N1ND, to meet the new commanding officer, Lt. Col. Shawn Smith, at the Cape Cod PAVE PAWS radar installation on August 18. N1ND also accepted the invitation of Lt. Col. Smith to participate in his presentation at the New England Division Convention on Saturday August 28 at the Boxboro hamfest. We are working with the new commanding officer at the Beale Site, Lt. Col. Scott Schroff, and FCC Special Counsel Laura Smith, for a "town hall" style joint presentation on the PAVE PAWS mitigation status, which will be presented at PACIFICON in October. In addition, as part of that trip, N1ND will accompany ARRL President Craigie, N3KN, to visit the Beale radar site. Data entry on Field Day entries continue and should be completed earlier than in previous years (Thanks Kathy Allison, KA1RWY). Media & Public Relations Reported by Allen Pitts, W1AGP Awaiting delivery of final items for distribution mailing of 75th ARES anniversary materials to every PIC (or SM) for each section plus ODV. We received and reviewed the video produced by students at York Tech in South Carolina. It has been sent on to Kevin O'Dell, N0IRW, of the PR Committee, for final editing, graphics and polishing. The video should be ready for distribution by September also. The PR Committee is finishing final recommendations regarding the proposed updated PIC and PIO job descriptions which have been viewable on the website for some months now. It is hoped to have them formally brought up to date soon. Meanwhile, we congratulate the newest graduates of the PR-101 course: Joe Connolly, KG4CWS; Peter Stohrer, K1PJS; Mike Schulz, W9MJS; Paul Roberts, K5HHM; Jack Jacobs, WD4OIN; Del Partridge, W5QQ. Attempts are being made to contact the manager(s) of the band Arcade Fire to explore possible mutual PR opportunities. The band uses QSL cards from Alvino Rey, W6UK, in one of their main songs and a logo very similar to ours. August CONTACT! and Now Hear This have been published. Production/Editorial Reported by Joel Kleinman, N1BKE As work wraps up on the October issue of QST, Joel Hallas has submitted to Production the November technical articles along with the columns he writes. Khrystyne Keane wrote and distributed The ARRL Letter and voiced and produced ARRL Audio News for August 5, 2010. Sales and Marketing Reported by Bob Inderbitzen, NQ1R July ended with 156,126 members (year-to-date goal: 156,925). 75% of July expirees paid on time, compared to 72% last July 2009. The recent trend of higher, on-time renewals is attributed to improvements made to the membership renewal form earlier this year. Membership acquisitions were bolstered by end-of-month emailings to lapsed members. July product sales were $225,561, exceeding the sales forecast of $213,146. Direct sales were $121,978; dealer sales were $100,583. Both sales divisions exceeded July 2009 sales. Promotions featuring the Repeater Directory as a sales premium contributed to meeting the month's goal. The Instructor Discount Program brought in $8,298, compared to $4,402 this time last year. Our newest publications, ARRL's PIC Programming for Beginners, Storm Spotting and Amateur Radio and Remote Operating for Amateur Radio continue to do well, contributing $23.6k this month. The 2010 edition of The ARRL Handbook for Radio Communications has sold out! This was the most successful recent edition-a combination of its new and revised content, and a winning sales campaign. Distribution exceeded 22,000 copies. The 2011 edition will be introduced in September, and available for shipping by October 1. During the last week, the warehouse crew fulfilled 614 packages for publication and product orders, 471 membership premiums, and QST mailing supplements. Diane Petrilli and Bob Inderbitzen attended an advanced-level Microsoft Access training class. Membership & Volunteer Programs Reported by Dave Patton, NN1N Contest Branch Just 36 hours after the contest, and we have received 63 logs for the 2010 August UHF contest. 3,482 logs have been received for the 2010 IARU HF Championships. 1,117 logs have been received for the 2010 June VHF QSO Party. Data now is in the hands of the adjudicator and results data will be delivered to the Contest Branch by August 20. A list of 2010 Sweepstakes plaques that is available for club or individual sponsorship is now online at http://www.arrl.org/plaques-and-certificates. More contests will be added to this list. The Rookie Roundup is this weekend: Sunday, August 15 from 1800-2400 UTC. To avoid some of the last-minute confusion we encountered back in April due to technical issues, we've made a score reporting form available on the Rookie Roundup page that all entrants must use. The rules are at www.arrl.org/rookie-roundup; please get on and work the Rookies, even if only for a little bit. Contest Branch Manager Sean Kutzko, KX9X, will represent ARRL at the Tokyo Ham Fair the weekend of August 21. He will be hosted by JARL and will spend time in Tokyo checking cards for various ARRL awards. He will be out of the office from August 16-25. Field Organization/Public Service Team New Official Observers from Montana and New Mexico successfully completed their qualification exams and have come on board the Field Organization this past week. The monthly Intruder Watch report was received from IARU Region 3. Eastern Pennsylvanian Official Observers are checking on reported interference on a local 2-meter repeater, and a report of a continuous "warbling" signal on 7189 kHz has encouraged further investigation. Questions that were dealt with recently include the use of AM on 6 meters, use of Echolink overseas, enhanced SSB, sending weather information on HF, and interest in joining our Intruder Watch program. The Public Service column for October QST has been edited and turned over to the Production Department. Preparations are underway across the country for the Simulated Emergency Test this fall. SET reporting forms and guidelines have been updated and posted on the ARRL Web site. Section Manager election ballots for Southern Florida and Ohio Sections continue to arrive at Headquarters in advance of the August 20 receipt deadline. Ballots will be counted on August 24.
