Dear Officers, Directors, and Vice-Directors, We have revised the proposed statement, hopefully addressing everyone's concerns. If we can get agreement on this statement by 10AM Thursday, we can have it in this week's ARRL Letter. At its annual meeting, held Jan. 18-19 in Windsor, CT, the ARRL Board of Directors decided that the organization needs to “review, re-examine and reappraise the ARRL’s regulatory and legislative policy with regard to private land use restrictions.” In order to effectively undertake such a review, the Board adopted a resolution to withdraw its Petition for Rule Making to the FCC (which would amend its Part 97 Amateur Service rules to incorporate the provisions of the Amateur Radio Parity Act), without prejudice to refiling. The resolution also asks the members of Congress who had refiled legislation to enact the Amateur Radio Parity Act (ARPA) to refrain from seeking to advance that legislation pending further input from the ARRL. The Board noted that its “intent [is] to renew, continue and strengthen the ARRL’s effort to achieve relief from such restrictions.” This action represents a chance to get the best product possible for ARRL members and all amateur radio operators. Board members noted that the ARRL has been pursuing adoption of the ARPA for the past several years and has been unable to achieve its objective. This has been a source of great frustration to the organization and its members. A majority of the board now believes that there is a need to reassess the organization’s approach to this issue. Fellow laborers in the Vineyard Please see below. It is intended to be a fuller-throated statement of our resolve to win and is less passive than the earlier drafts. A "redline" version is attached and what is set forth below is the "no-redline" version. While restating the "/intent/" portion of the motion causes no harm, it is, in my humble opinion, too weak to convey the actual passion of the League and all members of the Board to win relief from private land use restriction. It also divorces our future effort from "ARPA" as our goal is to obtain relief from private land use restrictions and that effort to obtain relief may, and almost certainly must take several paths, as was so accurately noted earlier today by Fred Hopengarten. The roaches in Amateur Radio's garden are of many types and one form of Raid may not be sufficient to eliminate them all, but we want to be very clear and positive that we, as an organization, remain dedicated to stamping out the roaches. The Board wants to make clear to its members and to those whose policies and conduct prevent or impair the right of Amateur Radio operators to operate from their homes that this pause is not, and should not be interpreted as, an abandonment of its efforts to obtain relief from private land use restrictions, but that it is for the sole purpose of developing a path to success. The Board’s intent is “to renew, continue and strengthen the ARRL’s effort to achieve relief from” private land use restrictions. This pause represents an opportunity to obtain the best possible outcome for ARRL members and all amateur radio operators. This version is much better. As the Mid-west vice director pointed out (and I agree) the words "unable to achieve." would be better stated as "has yet to achieve its objective." Also the phrase "to get the best product possible for ARRL members and all amateur radio operators" is redundant. I suggest changing it to read "to get the best product possible for all U.S. amateur radio operators". ARRL has a significant number of members living outside the U.S. who will not be affected by this effort. I agree, this version is much better. Noticed the fourth paragraph was added back, suggest different wording in this paragraph. A majority of the board now believes that there is a need to reassess the organization’s approach to this issue.” Comments: 1: “unable to achieve”, suggest rewording. We do everything we can but passing the bill is out of the hands of ARRL. 2: “pursuing adoption of the ARPA for the past several years” isn’t the reason the Board withdrew the documents. The board was counseled that these things take time and normally involved several tries. We have told the members this.
