Specifically, I believe it would be fine for him to vote even on issues that effect ARRL policy PROVIDED he has been sufficiently schooled in Board position related to the policy. I'd think that it falls to the Board to determine basic or even detailed policy on various issues and school Bart on these conclusions IF we wish to untie his hands. Doing this would be quite consistent with having the Board set policy and allowing Bart to set procedures, etc. that implement this policy as we have given him to understand it.
