Regrettably, in re-reading of the Motion (that I seconded) in Minute 31 I find it does not make sense to me. Specifically, the wording in the final Whereas paragraph and the first THEREFORE paragraph appears to have key words missing. Please read further here, especially considering the phrases marked in red and blue: “Whereas, The Board believes that the recruitment and training of young amateur radio operators is a necessary and proper mission of the ARRL and that the $35 fee will reduce the number of new amateurs that otherwise would be lost from these groups” How does the imposition of a $35 fee reduce the number of new amateurs that otherwise would be lost? I believe that the correct phrasing (two added words, in blue) could be: “Whereas, The Board believes that the recruitment and training of young amateur radio operators is a necessary and proper mission of the ARRL and that subsidization of the $35 fee will reduce the number of new amateurs that otherwise would be lost from these groups. Next is the THEREFORE paragraph, the pertinent part of which reads as follows: “(1) With prior approval from ARRL Staff, ARRL affiliated, 501(c)(3) Charitable Organizations which have an established Youth Program for Amateur Radio to pay the $35 FCC fee outright upon the passing of an amateur radio examination by an applicant who, at the time of testing, has not reached their 18th birthday, that will result in that applicant’s initial amateur radio license, provided that organization use the ARRL VEC testing organization.” Here the words in red point out what are supposed to be the subject and predicate of the main clause. But I believe the intent was for ARRL to reimburse the Charitable Organization for the $35 FCC fee, provided the applicant passes an exam taken through the ARRL VEC organization, is not yet 18 years of age, and is a member of an appropriate 501(c)(3) Charitable Organization.. The above sentence in quotes doesn’t say that. I believe there’s a missing phrase and some rearranging needed: “(1) With prior approval from ARRL Staff, the League will pay the $35 FCC fee outright upon the passing of an amateur radio examination for his or her initial amateur radio license by an applicant who, at the time of testing, is a member of an appropriate 501(c)(3) Charitable Organization and has not reached his or her 18th birthday, provided that organization uses the ARRL VEC testing organization.” Here the subject is now “the League” and the predicate is “will pay”, which is what I thought I seconded. My fear is that if we publish this Minute as it is written in this “final draft”, we are going to get a flood of questions about what we meant – and unleash on social media and at club meetings many different interpretations. Thanks, Bud, for the corrections. I agree with both, except to use the gender neutral “their” in the second suggestion. Therefore, the last “Whereas” paragraph will be edited to: “Whereas, The Board believes that the recruitment and training of young amateur radio operators is a necessary and proper mission of the ARRL and that subsidization of the $35 fee will reduce the number of new amateurs that otherwise would be lost from these groups.
