FCC "Sloth"? Nothing new to me. Remember I was a lawyer for the Renewal and Transfer Division of the Broadcast Bureau in the mid 60s. My first file as a 25-year-old lawyer involved a matter filed the year I was born. It was a "no brainer" but didn't get resolved by the Commission until a year after I left them two years later.
