Our recent Petition for Issuance of a Further Notice of Proposed Rule Making in the BPL docket, our "last clear chance" to settle this matter favorably to all concerned, drew fire from UPLC, which is attempting to stonewall our efforts to add some reasonable rules to make BPL at least marginally acceptable from an interference potential standpoint. This is our reply to UPLC's Opposition. It was filed last evening electronically, and should by now be available for review on the FCC ECFS site under Docket 04-37. As a wise sage known to you all put it recently, the attorney for UPLC is not a particularly challenging opponent. However, the politics are rolling in BPL's direction still, so this was a necessary filing. 73, Chris W3KD
