[arrl-odv:24885] Re: CEOSC November Report to the Board of Directors

I understand that we have Christmas and New Years at the end of the month, but I’m not understanding why the process cannot be completed in the six weeks between now and the Board Meeting. If it is due to unresolvable time conflicts with one or more of the interviewers, perhaps they should be replaced by someone that is able to commit the time to bring this process to a conclusion. Please share with the Board a list of remaining steps and the cutoff date for completing each of them. Doug: Our latest monthly report showed the steps that have to be taken prior to the interviewing of the finalists. While it is true that there are about six weeks between today and the Board meeting, it is also true that we have not completed two of prior interviews (as pointed out in the report) and that we have not yet started the background/reference checks (as also pointed out in the report) as we do not know who all of the finalists are yet. (also pointed out) Once we have a final list, the HR department will solicit permission from the finalists, according to law, to allow us to do the background/reference checks. (in the report) By the time that process is over, we will be quite a ways into December, (also pointed out) at least on the calendar that I use. Now, as for my teammates wanting to take some Christmas vacation; I suppose I could tell them not to, but I doubt that would go too far, especially for Mr. Niswander who is going to be vacationing with his family overseas. Frankly, I believe that they all are quite capable of completing the process, and I have no intention of replacing any of them. Here’s the reality, Doug: This group of people have been working their preverbal hind ends off, and have each spent hundreds of hours doing the work that they were elected by the majority of the Board to do. They have accomplished in just short of 6 months, what should have been done a long time ago. They have met every objective that I have given them and are still striving, with zeal, to achieve the eventual goal of a solid set of candidates, that could fill the role of the ARRL CEO – a job that just can’t be done by anyone, and a process that just should not be rushed, nor will I rush it! Finally, (as pointed out in the report) I will let the appropriate people know, when we have set the final interview dates and location. . 73, Jim From: Doug Rehman [mailto:doug@k4ac.com] Sent: Tuesday, December 1, 2015 4:24 PM To: 'nwdvd' <nwdvd@comcast.net> Cc: ''arrl-odv'' <arrl-odv@arrl.org> Subject: RE: [arrl-odv:24882] CEOSC November Report to the Board of Directors I understand that we have Christmas and New Years at the end of the month, but I’m not understanding why the process cannot be completed in the six weeks between now and the Board Meeting. From the report “(There are two additional candidates that are just now finishing their interview rounds).”
From the below email: “it is also true that we have not completed two of prior interviews (as pointed out in the report)”
These two statements are ambiguous. When will these last two interviews be conducted? Is this the complete list of remaining committee tasks (in the correct order): 1) Interview two remaining candidates 2) Vote for final list of candidates 3) ARRL HR obtain consent for background 4) Conduct background checks 5) Notify finalists/Schedule interviews 6) Conduct interviews 7) Determine ranking 8) Make final report to Board I understand your concern for doing the process the right way, but I’m not sure I understand why each of the above must be done in a linear fashion thereby dragging out the timetable. Presuming the above list is correct, why not go ahead and identify the finalists out of the existing pool of interviewees? That would allow for immediately getting started on the consent for background check and beginning the background process as each consent is received (not waiting until all are received). If one (or both) of the remaining candidates are excellent, add them into the finalists. Likewise, scheduling and conducting the final interviews do not need to be held up by the background checks. If something comes up in the background, you can always ask the candidate about it before the final ranking. I’ve mentioned before that both one of my Assistant Directors and I are licensed Private Investigators. We will volunteer to conduct the background investigations (financial, criminal, references) in an extremely expedited manner. The only cost to the League would be the minimal actual charge incurred for obtaining the records.
