Rick, I'm concerned myself. All I can add at this point is that in our analysis of the internal draft we floated a possible compromise between Methods B and D. I don't know if it will find much favor among the federal government representatives but it's something that has to be explored anyway, given that the differences between the ECP and the IAP will have to be reconciled at the WRC. Three things to keep in mind: 1. The whole US WRC prep process is behind schedule. The delegation has not even been named yet. (By the way, every member of the delegation is subject to White House approval, a degree of control not exercised previously, at least not recently.) 2. The federal government side is not of one mind on the issue. We have great support in DoD. The non-DoD fixed/mobile interests were not too concerned about HF prior to 9/11; now they are. No one wants to agree to something for which they may be criticized down the road. Some of the side chatter during the meeting was about what role the Department of Homeland Security (DHS) would be taking in the delegation. No one seemed to know, including people who work for agencies that are now in DHS. On top of that, the broadcasters don't see what's in it for them unless they get expansion elsewhere in 4-10 MHz as part of the package. 3. There's things a whole lot worse than "no proposal" -- including a proposal for "no change" (NOC). But as I tried to convey in my earlier message, we've come a long way from "no proposal."
