Dick and Kay have an especially compelling argument, given that ham stations are in close geographic proximity in residential areas to overhead power lines. By sharp contrast, the government stations (by NTIA's own characterization several years ago) are principally located away from major population centers where presumably they would NOT be near overhead power lines, or at least not grids of residential power lines.
