It would be relatively easy to delete the references to Element 1 from 97.501-97.509. Or, they might do a special "Article 25 revision" NPRM to take on board all of the changes to Article 25. Morse aside, we should go through Part 97 to identify those things that should be changed to bring it into line with the new Article 25. As two simple examples, 97.115(a)(2) and 97.117 concerning international communications ought to be amended.
