During the next few weeks, we will be reviewing all of the forms on our current Web site to assure that we have made provisions for them on the new Web site. We will also be reviewing the Directors and SMs Web sites that are linked to the current site to assure a smooth transition. New tools will be available for those Directors and SMs who want to create their own sites. Content Manager training is scheduled to begin in about two weeks. Regulatory Information Reported by Dan Henderson, N1ND During the previous two weeks, we received and began reviewing the latest test data from the Air Force on the 70cm repeater interference problem around the Beale (CA) AFB PAVE PAWS location. The new data has raised some concerns regarding Air Force identification and tracking of previously claimed identifications. We will be addressing these concerns with the Air Force. The FCC released the new CEPT Public Notice on reciprocal operating in Europe on Thursday September 10. A story on the note was edited and released for the ARRL Web. We also have made necessary changes on various ARRL web pages on the issue, as well as posted the complete new notice. We continue to receive numerous queries and concerns related to the work of the Ad Hoc and Executive Committees on the appropriate use of amateur radio. This topic is of keen interest in many Amateur Radio circles and we look forward to receiving the final report to help guide staff in answering member and non-member queries. A PowerPoint presentation on the topic was prepared and used as the focus of discussion of the Hampden County (MA) Radio Association meeting on September 4. Slides from the HCRA presentation were used at the Virginia Section Convention in Virginia Beach over the weekend of September 11-13. With Congress back from its summer recess, we continue to push HR 2160. Three new cosponsors signed on during the week of September 8, bringing the total to 24, including the initial sponsor. Finally, the window has closed for corrections/problems related to the 2009 Field Day submissions and work has begun on the results article, scheduled for the December issue of QST. Development Reported by Mary Hobart, K1MMH The files for the fall Spectrum Defense campaign are ready. Once the letter is finalized production will begin with a planned mail date of Oct 6. Revenues for the Diamond Club in September have reached $6800, including a renewal at the Platinum level. The next group of bricks is growing and once we reach 50, they will be installed in the Diamond Terrace. Letters were mailed to Maxim Society donors announcing that a copy of the 2010 Handbook will be sent to them in early October. Thanks to Amy Hurtado for her help in organizing this mailing with her team. Reports of the research and Development of Education projects for teachers designed by Mark Spencer have been mailed to the donors who support the Teachers Institutes. The written summary was included with a 2 CD set with full information. The purpose of this report to the donors demonstrates the additional value of this little known effort by Mark to augment the resources available as hands on projects for the classroom. Steve Sant Andrea 10/16 Vacation Lab Reported by Ed Hare, W1RFI RFI Mike Gruber had a telephone conference with Bob Allison and Ron Hranac , the new authors of the TV and CATV chapters in the 2nd printing of the RFI Book. The transition to DTV has forced a rewrite of both chapters. Mike Gruber arranged to conduct a Power Line Noise Workshop with two IEEE members in October. The Workshop will be held on October 24 and 25. Auction Bob Allison continues to clean and test radio equipment for our upcoming ARRL on-line auction. We received a vintage receiver (Drake R4C) in mint condition that I thoroughly checked out. It should fetch a good price. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Please join us in welcoming Allyson Riedel to the HQ staff. Allyson has filled a part time opening in the Member Services team of the Sales and Marketing Department. A Labor Day-themed email solicitation generated close to $8k in publication sales over the holiday weekend. The fall/winter 2009 publications catalog is in the works, and is scheduled to go to the printer at the end of the month. The 2010 Handbook is now online and available for ordering. Pre-orders will ship October 1. There have been 641 returns from a large membership campaign that dropped on July 30. Over one third of the returns are applications for multi-year memberships. The Warehouse crew fulfilled 641 packages for publication and product orders, and shipped 301 free book membership premiums and QST mailing supplements. Despite lackluster conditions, we've already received 93 logs, a mere 10 hours after the contest ended. All November Sweepstakes plaques have been sent out and are arriving safely to the winners. 2008 EME certificates will be distributed this week. ARRL Contest Branch Manager Sean Kutzko, KX9X, will be at the W9DXCC convention this weekend, just outside of Chicago. He will give an update of ARRL happenings in the Contest Branch and also take part in a Q and A session during the ARRL Forum. He will also be checking cards for DXCC and other ARRL awards. W1AW The Hiram Percy Maxim 140th Birthday Celebration is now history. W1AW worked 211-/140 stations during the event. As W1AW/140, 700+ stations were worked by visiting operators. Logs for the 140th Birthday Celebration certificate have already begun to pour into W1AW. Joe updated the web code practice files and their archives. He processed regular QSL card requests and began to input the data for the HPM certificates. Joe did some testing with the MixW program (used for digital broadcasts) to see how feasible it would be to have it control the keying of the 2-meter broadcast transmitter. He also culled together a quick audio interface to use on the Icom IC-7700 transceiver for digital mode work. Scott worked on slow and fast code practice files for the middle part of the month of September. Field Organization/Public Service Team Larry Macionski, W8LM, withdrew his name as a candidate for Kansas Section Manager. Incumbent SM Ron Cowan, KBØDTI, and Joe Plankinton, WDØDMV, continue as candidates for the next term of office starting in January. Leona Adams has been receiving statements and photographs from the remaining candidates in Kansas as well as the candidates in the Alabama and Alaska SM elections. With the addition of new Official Observers in Kentucky, Maryland, and Iowa from this past week, the total number of Official Observers is now at 700. OOs in California helped resolve a problem with a 440 MHz repeater that became locked in transmit mode. Chuck Skolaut notes that a new report of a constant carrier on 14.030 MHz is under investigation by our volunteer monitors as well as a case on 40 meters. There were also some intruders reported on 10.139 and 14.051 MHz. Editorial work continued on November QST's Public Service column, and the monthly reports were compiled and sent to Steve Ewald at HQ by Field Organization leaders.
