The Executive Committee, at its meeting in March, concluded it was time to begin our bandplanning effort in support of our regulation by bandwidth concept. Obviously this will involve a considerable amount of work and initial research, so to begin the process the EC reached a consensus to seat a committee comprised of four board members, two HQ staff persons, and the IARU Region II Bandplanning representative. This initial committee will research existing bandplans and will also develop a procedure for advancing to the next level of developing new bandplans, which may include an expanded committee. Let me emphasize and make clear that this initial committee, at this point, is NOT developing new bandplans yet, but rather performing the initial "Phase 1" work and preparation for doing so.
