Regulatory Information Reported by Dan Henderson, N1ND An article on Field Day safety was written and sent to Production for use in June QST. Queries on various Field Day topics continue to come in via email and telephone. We provided Rick Palm, K1CE, information related to amateur radio rules when it interfaces with other services in large-scale emergencies, such as the Haitian earthquake. Some "housekeeping" updates for the VC/VCE/DLAC lists were performed. We assisted an amateur in Florida in finding a VCE to assist with his tower permit needs. We have been working with Jim Buscemi, NY2NY, who applied for a NY vanity license plate for his callsign. The application was denied on the basis that the plate had already been issued. Mr. Buscemi asked us to review his letter to the Commissioner of the NY Department of Motor Vehicles. Buscemi's position is the issuance of the plate to another party violates NY statutes, as it is a format reserved for issuance to a special class, in this case, amateur radio. He has also contacted the office of the NY State Attorney General on the issue. Khrystyne Keane wrote and distributed The ARRL Letter for April 1, 2010. Membership & Volunteer Programs Reported by Dave Patton, NN1N Contest Branch We've received 3,088 logs for the DX SSB contest. Deadline is in 2 days. Initial results data has been received from the log checkers for the 2010 DX CW contest as well as the 2010 January VHF Sweepstakes contest. RTTY Roundup data is in the hands of the results author. The announcement of the addition of 32 Mexican states to the ARRL 10 Meter contest has generated a lot of comments. Most are favorable, some are negative. We'll keep working with the 10 Meter Contest volunteers over the next several months to ensure the adjudication for the December event will be fine. The Rookie Roundup contest is two weeks away. An off-site blog has been created for the event, http://RookieRoundup.wordpress.com <http://rookieroundup.wordpress.com/> , to communicate info about the event. When the new ARRL web site is launched, the information on the blog will be moved to the Rookie Roundup page on the new site. 2009 Sweepstakes cups and pin orders are being processed. "Pin-only" orders have been mailed (Monday, April 5); cup-only and cup-pin combo orders will ship within the next two days. He processed all the initial W1AW/KL7 (2009 IARU) QSL card requests. Joe also created the texts for the April W1AW Qualifying Runs. He also built another shelf to be used with the Alpha 9500 amplifier which is to be placed in operation in one of the visitor operating studios. Scott worked on slow and fast code practice files for the first part of the month of April. Field Organization/Public Service Team Betsey Doane, K1EIC, has been nominated to run for a new term of office as Connecticut Section Manager. The next term of office for this particular election cycle begins in October. Leona has been receiving/filing Section expense reports from Section Leaders, and arranging for new Field Appointees to receive their introductory information and supplies. Updates to the Field Organization data base also continue. All Section Managers have now been invited to log onto the new ARRL Web site to look it over. Headquarters staff has been receiving feedback from the SMs and responding accordingly. Steve Ewald prepared the Public Service column for June QST and turned the material over to our Editorial and Production staff. Radio amateurs from North Texas and Michigan completed their training to become Official Observers. The total number of OOs is now 709. Chuck Skolaut forwarded details from the FCC to all OOs, OOCs and Section Managers regarding a recent incident on 14.275 MHz for their information. Documentation was received regarding operation on two separate 75 meter frequencies, and OOs continue to investigate. The Arizona OOC reported an incident where someone advertised on Craig's list that he or she wanted to pay for an Amateur Radio license. This case was immediately followed up on. We also received an updated report of a wide signal that continues to be seen on PSK-31.
