[arrl-odv:20191] US proposal for AI 1.23

Here is the United States proposal for an amateur secondary allocation of 461-469 kHz and 471-478 kHz. While we knew it was coming, it's always nice to see it in print as an official ITU conference document. I don't know if the reference to 471-487 kHz at the bottom of page 1 is a typo; Brennan may be able to comment. It's not substantive but I would guess 471-478 kHz was intended.
