Tom is correct. The Bill is being hotlined now and the Senate offices are being polled. There is still hope for a Unanimous Consent vote on the House Floor before the end of this week and so "spacing" is not a useful tactic at this point. We aren't sure whether we will get taken up this week or in November but so much can happen between now and then that the sooner this is taken up the better.

Yes, there may be a "lame duck" session in Nov/Dec but I think we all prefer to get it done now and not take any chances.

I can understand why some SMs are reluctant to overdue it but I don't see a downside, we're trying to motivate those who haven't acted yet.
Those that have sent emails are not going to write again and oppose it because they are annoyed by our persistence..
